IN CHESHIRE
Athletics
is a sport made up of a number of different activities and is enjoyed by large
numbers of people all over the world. It
offers individuals with different skills and talents the opportunity to compete
at various levels from local to international.
It is a sport in which progress, however slight, is instantly evident in
terms of times or distance achieved.
The different activities within Athletics range
from track and field (which can involve running, jumping and throwing) to road
and cross country running, fell or hill racing, race walking and tug of war.
In addition Sports Hall Athletics has been introduced in recent years
principally for youngsters.
Athletics is a sport available to everybody and
provides competition from around 9 years old to pensioners.
As
with any competitive sport, athletics is carried out through Clubs and under
guidelines or rules which have evolved over the years.
There are over 30 registered athletic Clubs and Associations within the
County of Cheshire. Some, particularly those associated with the large centres of
population in the County, cater for all of the disciplines of athletics and for
all ages usually from 9 years upwards, while others concentrate on only one or
two aspects and generally for seniors only (usually road and cross country
running).
An
athletics Club provides the nucleus for athletics, a meeting place for its
members, coaching (or advice), a means for competition, team competition in what
is largely an individual sport and a social life.
Within
the pages of the Handbook section you will find details of these Clubs, who to
contact and what disciplines in athletics they cater for.
In addition, there is a considerable amount of other information which
should give a flavour of how athletics is organised locally.
Usually subscription levels to Clubs are low.
The
Cheshire County Athletic Association is responsible for the administration of
all athletics within the County. It
also organises annual County Championships in all of the disciplines of
athletics. The responsibility for
athletics is invested in the County Association by the North of England AA which
is one of the constituent members of the national governing body (UK Athletics)
and also of the AAA of England.
If
you are interested in athletics do not hesitate to contact your local Club which
provides for the discipline of interest to you. You will be made very welcome.

you. CHESHIRE COUNTY AA HANDBOOK - INTRODUCTION
The
present Cheshire County Athletic Association was formed in July 1992 in response
to the requirement by the new North of England Athletic Association for ALL
athletics to be administered locally by County District Committees. The
constitution of the previous Cheshire County Athletic Association was modified
to take on its new delegated role as well as the previous role of organising
County Championship events in all disciplines of athletics.
All athletic
clubs whose headquarters are within the County and all other Associations whose
secretary lives within the County are automatically affiliated to the County
Association.

TO PROMOTE
All athletic
events should be organised with due recognition of safety requirements.
It is likely that from 2001 for events held on the public road UK Athletics
will insist on mandatory Risk Assessment (which includes Duty of Care) being
carried out before a Permit is issued (and thus Third Party Insurance Cover is
granted).
Most
athletics events require specific permission before they can take place :
All Open and League Cross Country Meetings
All Open and League Track & Field Meetings
All Road Running events.
Applications
for a Permit for all disciplines should be sent to the County Permit Secretary
several months before the event is due to take place. The lack of a Permit will make that event
"unregistered" and also not provide third party insurance cover.

ACCIDENTS
It
is essential that if any accidents occur at athletic competitions held within
the County, then they must be reported. Forms
are available for this -
available from the County Secretary or Club Secretaries. There is a
requirement for the County to report all accidents to NoEAA. COUNTY
CHAMPIONSHIPS
The
County Association organise a comprehensive range of County Championship
competitions and actively encourage the participation of individual athletes and
teams in Inter‑County Events. The
County Association Committee appoint Championship Secretaries and Team Managers
as and when required.
In a normal
calendar year, County Championships will be held for :
Track & Field (usually mid-May)
Track Relays (July) - also see below
Combined Events - Under 13, Under 15, Under 17 (September)
Road Relays (Autumn)
Cross Country (early January)
Sports Hall (Spring)
The
County also provide individual awards for road race championships at 10km (Aug) and
Half Marathon (March/Sept) distances and for Fell Running (Nov).
These championships are usually held in conjunction with appropriate Open
events.
The County
has traditionally organised track relay meetings in mid June and
mid July not only for the current Cheshire Clubs, but also for those Clubs

Some
hospitals (e.g. Countess of Chester) operate a sports injury clinic at
reasonable fees. The
John Young Awards
The Cheshire
County AA have instituted an annual award to be presented to an Official or
Athlete who has given outstanding service to the County. This award is in the memory of John Young who was Chairman of
the Cheshire County AA from its inception in 1992, having previously been
Chairman of District 5, Northern Counties AA (which included west Cheshire) as
well as being a former President of the English Schools AA. John Young died in March 1999.
The 1999
award was presented to George Edwards (Warrington AC) who took part in the first
English Schools championships, competed for Lancashire and has been heavily
involved with his club for many years, organising many events. He has officiated at many Cheshire championships.
In 2000, it
was awarded to Joe Shellhorn (West Cheshire AC) who has been the Officials
Secretary for the County for several years, ensuring that the County has a good
supply of trained officials for the sport.
He has acted as a Field Referee at the highest level, and has been
involved with his local club since moving to Cheshire in the early 1970’s.
Ithe 2001
was awarded to Harold Goode, who although originating from Rotherham where he
started his athletics careerin the 1930’s, has spent the remainder of his life
in Cheshire. He was Chairman of
Cheadle & gatley AC for a number of years which became Stetford AC in 1965
(later rafford). Harold was their
President for a number of years. While
with Cheadle & gatley he took an interest in acting as a Starter, rising
eventually to the top grade. In
addition he was Hon secretary of the Cheshire Mens AA for many years before it

The
County Association is responsible for the training and examination of
prospective technical officials. There is a continuing need for more officials.
For further information on lectures and examination arrangements, please contact
the County Officials Secretary, Mr
Joe Shellhorn.
It is possible to become a Grade 4 Official simply by officiating at 5 or
more meetings with a report from a higher graded official.
Progression to higher grades will require taking the preliminary exam.

the Handbook. ROAD
RACE COURSE MEASURERS Road Races which are advertised as being of a particular distance need to be measured accurately by an approved course measurer. The County Permit Secretary has details of those persons who currently act in this capacity. DIGITAL

INTER COUNTY CHAMPIONSHIPS
Teams from
Cheshire County AA take part in various UK and Regional Inter-county
Championships. Selection is based primarily on an athletes performance in the
appropriate Cheshire County Championship. This
Handbook is as accurate as can be. If
